| Crynodeb: | The purpose of this work is to determine whether the State is responsible before the international bodies of human rights, when it does not provide public safety. It is noteworthy that public safety is not recognized in international instruments as a human right, but its violation affects human rights such as life, physical integrity, personal liberty, and property, among others. States should be guarantors and protectionist, through an integrated system that includes protection from law enforcement for every citizen regardless of their public office or political status, to implementing protocols work, public policies and mechanisms for effective prevention and protection. With this work we want to establish that if a State does not provide citizen security, it would therefore violate human rights even when committed by individuals. Therefore, the State could be internationally responsible by not applying the necessary mechanisms for the protection and defense of public safety of individuals. However, since insecurity is due to the lack of effective preventive action by state authorities, prevention should be considered a fundamental element in the fight against insecurity. Through the analysis of various aspects related to citizen security it is expected to establish the relationship between citizen security, human rights and the international responsibility of the State. |
