In the decade of the nineties, and with special reference to latinamerican democracies, the nature of the relationship between the type of governmental system and the consolidation as to stability and governability of democracies has been discussed. This paper analyzes the arguments used in these debates in reference to latinamerican presidentialism. The positions of Linz, Valenzuela and other researchers as to the negative impact of presidentialism in political practices and processes in latinamerican democracies are considered. The positions of Mainwaring and Shugart with reference to other institutional variations that affect the efficacy of presidential democracies, are also examined. Finally, the contextual and historic focus of the researchers associated with Nohlen and the University of Heidelberg are considered. The conclusion establishes the principal areas of convergence and divergence between these three positions. |

En la década de los noventa, y con especial referencia a las democracias latinoamericanas, se discutió la naturaleza de las relaciones entre el tipo de sistema de gobierno y la consolidación, estabilidad o gobernabilidad de las democracias. Este artículo examina los argumentos de ese debate con respecto del presidencialismo latinoamericano. Se considera la posición de Linz, Valenzuela y otros investigadores sobre el impacto negativo del presidencialismo en las prácticas y procesos políticos de las democracias latinoamericanas. Se examina la posición de Mainwaring y Shugart con relación a otras variaciones institucionales que afectan la eficacia de las democracias presidenciales; y, por último, se considera el enfoque contextual e histórico de los investigadores asociados a Nohlen y la Universidad de Heidelberg.
