| Summary: | The purpose of this research is focused on the analysis of the electoral behavior of national trade union organizations of the Venezuelan teacher’s trade during the period between 2005-2011 regarding the legal framework governing their electoral processes. To this aim, the following specific objectives were set: a) Diagnosing the electoral behavior of National trade union organizations of the Venezuelan teacher´s trade; b) Describing the electoral legal framework governing the electoral processes of trade union organizations; and c) Determining the electoral behavior of the national trade union organizations of the Venezuelan teacher´s trade regarding the electoral legal framework. The methodological approach used for the achievement of the objectives was a documentary research approach, based on the collection, revision, analysis, and interpretation of Laws, Rules, Regulations, Jurisprudence, Statutes, bibliographic sources, and primary data obtained through interviews to directors of the aforementioned organizations. There was also a thorough revision of electoral trade union matters regarding election summoning, elections, eligibility, publicity of acts, electoral projects, electoral committees, nominations, recourses of electoral nature, mandate recall, and accountability, among others. The most relevant conclusions drawn from this research on the electoral behavior of the aforementioned organizations were: a) There is still an influence of political parties in the appointment of candidates, nominations, elections, and decision making within said organizations; b) They have held their electoral processes respecting the personalization of suffrage and proportional representation; c ) during the period between 2005-2011, the call for their electoral processes has been irregular and contradictory with regards to the legal framework in electoral trade union matters, being a recurrent issue the electoral delays and the cause of ineligibility. Once this survey on the electoral behavior of trade union organizations was completed, it became evident the low expertise and the ignorance of the legal framework governing the electoral trade union matters. |
