Summary:The general objective of this investigation is to analyze the effectiveness of public policies in the provision of housing solutions in the period between 1999 and 2011, which was achieved by a documental study of a descriptive level with a bibliographical design. The main conclusion, was that government efforts and especially the resources to solve the housing déficit, are diluted in the vast bureaucracy of the State, which is stimulated even more with the lack of institutional coordination. At the same time, it was observed, that the elevation of the right to housing to a constitutional level, and the creation of new Ministries, Programs and Missions, had during during this period just a formalistic range because it was observed that in the period studied the achievements were the most insignificant since 1959, bearing in mind the population density, the technological advancements and the professionalization of the Venezuelan Society.
